истБыл созван 11 сентября 1786 в г. Аннаполисе, шт. Мэриленд, по инициативе колоний с целью обсуждения проблем торговли между ними. А. Гамильтон [ Hamilton, Alexander] и Дж. Мэдисон [ Madison, James] предложили обсудить также Статьи Конфедерации [ Articles of Confederation]. Поскольку на съезде присутствовали представители лишь пяти (Делавэр, Вирджиния, Нью-Джерси, Нью-Йорк, Пенсильвания) из 13 колоний, обсуждение было отложено.
